Key Franklin Intersections are Already Failing

In Franklin Township's Draft Master Plan Reexamination Report and its supporting Traffic Impact Study (included in the same PDF), Bright View Engineering evaluated 16 key intersections within Franklin’s Business & Industry (B-I) Zone.


They used a standard Highway Capacity Manual (HCM) analysis to rate traffic flow during peak hours. The results showed that many intersections are already at or projected to hit Level of Service (LOS) F once warehouse build-out is considered.


For example:

  • Davidson Avenue & Easton Avenue

  • Weston Canal Road & Randolph Road

  • Weston Canal Road & Cottontail Lane


These were explicitly listed in the report as intersections that degrade to “F” conditions.


What "Level of Service F" Means


Traffic engineers use Levels of Service (LOS A–F) as a report-card scale to describe how well an intersection or roadway is operating:


  • LOS A – Free flow, little to no delay.

  • LOS B–C – Stable flow, light to moderate delays.

  • LOS D – Approaching unstable flow, noticeable delays.

  • LOS E – At or near capacity, long delays, stop-and-go conditions.

  • LOS F – Failure. Demand exceeds capacity, extreme congestion, gridlock, unsafe conditions, very long delays.


In plain English, LOS F means the road can’t handle the traffic anymore. Drivers experience breakdowns in flow, long backups, and risky maneuvers — exactly what Franklin residents are already seeing.


The Township’s own studies confirm that their warehouse approvals pushed our roads into failure. Franklin needs different perspectives on council to provide fresh ideas and to ask important questions.
